一、国际论坛产生的背景：
今天，各国驻华商协会已成为促进国际经贸往来中不可或缺的重要力量，日益担负起中国经济链条中的润滑剂。中国商务部也认识到：如果理顺各国商会的关系，必将对现有的国际经济秩序产生巨大影响，有助于中外企业在全球化时代中生存发展和壮大。
目前，在全球化的大背景下，所有商家都梦想成为世界一流！但却无法逾越时间、空间以及某些不可预计的障碍。超越时空，让商务活动全球化，正是世界商协会组织需要加强合作与交流的意义所在。
另外，如何使民族企业在中国的土壤上成长为全球大公司，这是一个值得深思的问题。随着中国经济全球化进程的不断加快及国际经贸往来的深入发展，借助驻华商协会等经济团体在促进我国国际商务合作与发展中的力量，会使中国企业达到事半功倍的效果。
本届论坛旨在搭建政府、商协会、企业三方交流与合作的平台。一方面，各国际商会间急需加强沟通，比如在协调企业关系、政企关系、促进经济发展等方面，需要及时交流经验和看法、加强横向联系、互通有无；另一方面：中国企业需要得到各国商会的支持与合作。许多中国企业在面临实施“走出去”发展战略时，急需各国商协会等经济团体所提供的可借鉴的成功案例，同时也需要充分利用各国商协会等经济团体自身的有效渠道，缩短进入特定国际市场的时间，减少前期投入，为成功开拓国际市场打下基础。
基于以上原因，商务部欧洲司决定主办“中欧企业与商会国际论坛”，联合各国商协会共同协办，并由北京世纪荷中投资咨询有限公司负责承办。
二、国际论坛的目的及意义
1、充分发挥欧洲和中国各商协会、社会团体和服务机构的作用，帮助中欧企业深入了解中欧发展趋势，及时掌握国际经贸动态，共享中国企业走向世界的经验和策略；
2、加强中欧企业与欧中商协会之间的合作，通过各商协会间的联盟服务，帮助中欧企业搭建交流平台，提高自身的创新能力，加快企业的国际化进程；
3、通过各商协会、社会团体和服务机构诠释企业国际竞争力与中国义务的和谐统一，联合中外企业共同维护在国际事务中的“中国制造”形象，积极协助企业解决合作中的问题, 为中外企业提供平等竞争的商业环境。
三、大会时间地点规模及与会嘉宾
时间：2008年4月18-19日
地点：北京经济技术开发区（博大大厦）
规模：拟150人---200人
与会嘉宾：这次大会既有来自各类政府部门的高级官员、专家学者，还有来自海内外的各商协会，跨国公司，更有一些中国知名企业，以及各地的商务局、外贸局、外事办、招商局、开发区等有关服务机构。大家将共同致力于使本次大会成为政府、商协会、企业三方之间对话交流的平台，展示各方风采，加强三方交流，给参会各方提供更多商贸及其它合作机会。

主题演讲
驻华外国商会、欧洲各国商会、专家主题演讲，介绍国际商协会的服务功能、中欧企业如何借助国际商协会的通道快速与全球企业建立合作。
专家对话
邀请中国政府官员、国外商会代表、国内企业代表、中国驻欧企业代表，进行关于全球经济热点的对话，并解答企业现场提问。
提出倡议
中国企业提出并签署倡议：“ 坚持对话与合作，增进互信与互利”。
外国企业提出并签署倡议：“正确对待中国制造”。

“中欧企业与商会国际论坛”是各国商会、国际商会、协会间的一次峰会。
“中欧企业与商会国际论坛”也是政府、商协会与企业三方资源共享，合作推动全球经济发展的一次盛宴。

European-Chinese Companies and Chambers of Commerce Forum
Background
Today, the foreign associations and chambers of commerce in China have become an integral part and important power for promoting international economy and trade exchange, and increasingly been the lubricant in the Chinese economy chain. The Ministry of Commerce of PRC also recognized that: If straighten out the relationship between chambers of commerce, it would influence the existing international economy order enormously to help both Chinese and foreign companies to survive, develop and expand in the globalization age.
Currently, in the background of globalization, all businessmen dream of becoming excellent! But they can not go beyond time, space as well as some unpredictable obstacles. Transcending time and space for globalization business activities is the reason why the worldwide associations and chambers of commerce need to strengthen cooperation and exchange.
In addition, how to make national companies in China grow into the world's excellent companies? This is a worthwhile question. With the accelerating process of Chinese economy globalization and further development of international economy and trade exchanges, it will make a multiplier effect by virtue of the power of foreign associations and chambers of commerce and other economy organizations in China in the promotion of international business cooperation and development.
This forum aims to build the cooperation and exchange platform for government, associations and chambers of commerce and companies. On the one hand, the international chambers of commerce need to strengthen communication with each other, for example, in the coordination of relation between companies, relation between government and companies, promoting economy development and so on, they need to exchange experience, views, and needed information, strengthen connections. On the other hand: Chinese companies need support and cooperation from foreign chambers of commerce. When many Chinese companies face to the "going out" developmental strategy, they not only need to learn from the successful experience provided by foreign associations and chambers of commerce, and other economy groups, but also need to take full advantage of all effective channels from economy groups themselves to reduce the time of accessing to specific international market and reduce early input, in order to lay the foundation for opening up the international market successfully.
Based on the above reasons, the Ministry of Commerce of PRC Department of European Affairs decided to hold ECCCF, joint with other countries’ associations and chambers of commerce. And Beijing Dutch-Chinese Century Investment Advisory Co. will host this forum.
Purpose and Meaning
Give full play to European and Chinese associations and chambers of commerce, social groups and service organizations to help companies realize the development trend of China and EU, timely grasp of international economy and trade developments and share experiences and strategies of how did Chinese companies step to the world.
Strengthen the cooperation between European-Chinese companies and European-Chinese associations and chambers of commerce and help to build an exchange platform for these companies, enhance their own innovative ability, speed up the process of internationalization of companies with the help of the cooperation between associations and chambers of commerce.
Explain the harmony and unity between international competitiveness of companies and Chinese obligations through various associations and chambers of commerce, social groups and service organizations, tie up Chinese and foreign companies to jointly safeguard the "Made in China" image in international affairs, and actively assist companies in solving problems in their cooperation, provide Chinese and foreign companies with equally competitive business environment.

Keynote speech
The experts of foreign chambers of commerce in china, the associations and chambers of commerce of European countries deliver speech to introduce the service function of international associations and chambers of commerce, and how can European and Chinese companies establish cooperation with worldwide companies with the help of international associations and chambers of commerce.
Expert dialogue
Invite government officials, guest speakers of foreign chambers of commerce, domestic companies, Chinese companies in EU to discuss the global economy hotspots and answer questions raised by the participants

Concluding remarks
ECCCF is a summit between the various chambers of commerce, the international associations and chambers of commerce.
ECCCF is also a feast for the government, associations and chambers of commerce to share resources, and promote the development of world economy.
